120S Saildrive fish line cutter.

A Saildrive fish-line cutter is used on certain Saildrives including 120SB, Series 852700 120S-C, Series 853657, some 120S-D, and some 120S-E.

If going from a fixed or folding prop fitted with an Ambassador rope cutter, back to a normal prop, this part is often missing. 

The other option for the fish line cutter is a spacer, part number 3582887.
